As eleccións xerais de España de 1903 tiveron lugar o 30 de abril baixo o reinado de Afonso XII e por sufraxio universal restrinxido aos varóns.[1]

No panorama político da época, creouse o novo Partido Liberal Conservador (froito da unión dos conservadores de Francisco Silvela e dos liberais disidentes dirixidos por Antonio Maura). En total foron elixidos 403 deputados, e obtivo a maioría absoluta o renovado Partido Conservador de Silvela. Os republicanos, agrupados nunha única candidatura, Unión Republicana, obtiveron 30 escanos no Congreso. Unha parte dos votos conservadores se disgregó en pequenas formacións políticas como os denominados Tetuanistas (6 escanos) ou os Tradicionalistas (7 escanos).

Foi elixido Presidente do Congreso o conservador Raimundo Fernández Villaverde, substituído o 23 de outubro polo reformista Francisco Romero Robledo. Elixiuse Presidente do Senado a Marcelo de Azcárraga, a quen substituíu en xaneiro de 1905 Luis Pidal y Mon.

O primeiro Presidente do Consello de Ministros foi Silvela, pero meses máis tarde, en decembro, Antonio Maura retomou o control dos conservadores e o gabinete. En decembro de 1904, Maura dimitiu o substitúe Marcelo de Azcárraga que apenas estivo un mes como xefe de Goberno para dar paso en xaneiro de 1905 a Raimundo Fernández Villaverde, quen convocou eleccións 8 meses máis tarde.
