顿涅茨克人民共和国和卢甘斯克人民共和国在2014年5月非正式状态公投后宣布脱离乌克兰独立，经未受国际广泛承认的公投后，于2022年10月加入俄罗斯联邦。除俄羅斯、敘利亞和朝鮮民主主義人民共和國外的其他联合国会员国都一直将两个自称为共和国的国家在国际上承认为乌克兰领土的一部分。

2022年2月15日，俄罗斯国家杜马就俄罗斯联邦共产党提出的请求总统弗拉基米尔·普京承认顿涅茨克和卢甘斯克为独立国家的法案进行投票[1][2][3][4]。2022年2月21日，俄罗斯国家杜马通过正式承认顿涅茨克和卢甘斯克为独立国家法案。法案由总统普京签署[5]。同日，普京总统签署法令，承认两地的独立地位，同时签署对两地的友好、合作及援助协议[6]。

外交往来

乌克兰方面，对于外交上承认顿涅茨克和卢甘斯克为主权国家者，乌克兰一律不与其建交或保持外交关系。

宣告独立时的各方表态

  •  加拿大：总理斯蒂芬·哈珀说，这些事件“严格来说是普京政权派遣的俄罗斯挑衅者的工作”。 加拿大外交部長约翰·贝尔德将乌克兰发生的事件形容为俄罗斯的“无耻而协调的行动”。 他说：“当俄罗斯试图假装与俄罗斯无关时，我不知道俄罗斯联邦是谁在开玩笑。”而且“乌克兰东部的发展与那些在乌克兰东部的发展之间存在着非常明显和令人不安的相似之处” 发生在俄罗斯联邦吞并克里米亚之前。” 他对记者说：“毫无疑问，在很多星期裏，挑衅者和坦率的暴徒已经越过边界进入乌克兰。”[7]
  •  俄羅斯：2014年4月7日，俄罗斯外交部表示，乌克兰当局一直将該國的所有麻烦归咎于俄罗斯政府，并表示應該“仔细观察”乌克兰东部和南部的事件，并再次呼吁进行“真正的宪法改革”，这将使乌克兰成为一个联邦。[8][9]俄罗斯外交部长谢尔盖·拉夫罗夫在4月7日卫报的意见中写道，破坏乌克兰稳定的罪人是西方，而不是俄罗斯， “俄罗斯正在尽一切努力促进乌克兰的早日稳定”。[9][10]俄罗斯外交部发表严厉声明，谴责基辅武装侵略顿涅茨克：“由于政变而自称基辅的基辅当局已开始进行暴力军事镇压抗议活動”，要求“推翻合法总统的烏克蘭親歐盟示威運動武装分子立即制止针对自己人民的战争，履行2月21日协议规定的所有义务（英语：Agreement on settlement of political crisis in Ukraine）。”[11]不過俄罗斯联邦也与顿涅茨克人民共和国政府保持距离，并且尚未承认它，[12] 但谢尔盖·拉夫罗夫曾多次就其政策发表明确声明，例如在顿涅茨克人民共和国部署国际维持和平特派团[13]。2022年初，由于乌军在不投降运动后对顿涅茨克叛军展开清剿，使顿、卢两个共和国实际控制的领土仅剩顿、卢二州全境的1/3左右，俄罗斯总统普京于2月21日宣布正式承认这两个政权为独立国家，并派出俄军作为“维和部队”进驻东乌两州。俄军于三天后对乌克兰发动全面入侵。
  •  克里米亞共和國：克里米亚共和国副总理捷米尔·加利耶夫表示希望顿涅茨克人民共和国（以及其他东南乌克兰地区）组成“乌克兰联邦”并加入俄白联盟国。[14]在此短暂存在的俄罗斯傀儡政权被俄国正式吞并之前，宣布了对顿涅茨克人民共和国的支持[15]。
  •  英国：英国外交大臣威廉·黑格表示，毫无疑问，莫斯科是造成乌克兰东部动荡的原因。 他说：“真的没有任何真正的疑问，这是俄罗斯计划和实现的。”他补充说，俄罗斯故意是在“侵犯乌克兰的独立和主权”，而且“我不会认为否认俄罗斯的介入会降低信誉。”[16]
  •  美国：美国国务卿约翰·克里在2014年4月7日表示，这些事件“似乎并非自发的”，并呼吁俄罗斯“公开否认分裂国家，破坏分子和挑衅者的活动”。白宫国家安全委员会的一位女发言人声称，分裂分子似乎得到了俄罗斯的支持。 她在一份声明中说：“在俄罗斯据称的吞并之前，我们在克里米亚看到了类似的所谓抗议活动。”她补充说：“我们呼吁普京总统和他的政府停止一切破坏乌克兰稳定的努力，并警告不要进一步采取行动和军事干预。”[17] 美国驻乌克兰大使傑弗里·派亞特将亲俄罗斯激进分子定性为恐怖分子。[18]

 加拿大 加拿大總理賈斯汀·杜魯多谴责普京的行为“公然侵犯乌克兰主权”，建议各国采取经济措施[59][60]。
 中华人民共和国 中华人民共和国外交部发言人汪文斌在答记者问时表示：“中方在乌克兰问题上的立场是一贯的，任何国家的合理安全关切都应得到尊重，联合国宪章的宗旨和原则应当得到共同维护。”[61]
 哥斯达黎加 哥斯达黎加政府支持联合国秘书长认为认可两地区是侵犯乌克兰领土主权的立场，呼吁循对话途径解决争端，为东欧局势降温[62]。
 克罗地亚 克罗地亚总理安德烈·普蘭科維奇发表推文：“我们谴责俄罗斯认可所谓的顿涅茨克和卢甘斯克地区，此举违反国际法，侵犯乌克兰的领土完整。我们和（欧盟）伙伴国一道坚定支持弗拉基米尔·泽连斯基和乌克兰人民[63]。”

 捷克 多位官员谴责普京总统的决定“违反明斯克协议和国际法”。捷克共和国外交部认为此举公然侵犯乌克兰的主权及领土完整。总理彼得·費亞拉坚定支持自由和独立的乌克兰，表示从乌克兰自身历史经验中来看，此举对和平无益[65]。
 丹麦 丹麦首相梅特·弗雷德里克森在Twitter发表声明，表示“俄罗斯决定认可所谓的顿涅茨克人民共和国和卢甘斯克人民共和国是独立国家公然侵犯了乌克兰的领土主权及国际法。丹麦谴责这一决定，而且不会坐视不理。我们坚定支持乌克兰[66]。”

 印度尼西亞 总统佐科·維多多同意联合国秘书长的立场，呼吁尽快稳定乌克兰的紧张局势，敦促双方保持克制，不要让战争发生。外交部发言人 图库·费扎亚（Teuku Faizasyah）表示印尼坚定遵守联合国宪章及有关国家领土完整的国际法，谴责明显侵犯领土完整及国家主权的所有行为[78][79]。
 愛爾蘭 爱尔兰外交部长（英语：Minister for Foreign Affairs (Ireland)）西蒙·考文尼（英语：Simon Coveney）表示：“爱尔兰支持乌克兰对国际认可边境内的地区享有国家主权及领土完整，有自行选择外交和安全政策的权利。俄罗斯联邦认可割据地区顿涅茨克州和卢甘斯克州是独立国家的决定违反国际法，公然侵犯乌克兰领土主权，是明显违反明斯克协议的单方面行为。爱尔兰支持欧盟作出明确、强烈的回应，包括实施进一步的制裁[80]。”
 以色列 以色列外交部与国际社会一样担忧乌克兰东部的措施及局势。以色列希望各方通过外交手段稳定局面，同时愿意应要求提出帮助。以色列支持乌克兰领土完整及国家主权[81]。
 義大利 意大利外交部长路易吉·迪马约通过外交與國際合作部谴责俄罗斯的决定违反明斯克协议[82]。
 日本 內閣總理大臣岸田文雄谴责俄罗斯认可顿涅茨克和卢甘斯克侵犯乌克兰主权。外交大臣林芳正表示日本会与七大工業國組織等国际社会一道强硬制裁俄罗斯[83]。
 肯尼亚 在谴责俄罗斯的声明中，肯尼亚常驻联合国代表马丁·基马尼（英语：Martin Kimani）表示肯尼亚和许多非洲国家一样，在去殖民化进程的末尾“诞生”，没能够自行设定边界。但这些国家没有冒着爆发数十年“血腥战争”的风险，寻求结成“种族、种族或宗教同质化”的国家，而是同意继承原有边界。与其念及过往、不惜倒退历史建立国家，不如一同走向许多国家和人民未曾了解的美好世界[84][85]。
 哈萨克斯坦 在安全委员会会议的席间，外交部长表示“哈萨克斯坦坚定支持认可顿涅茨克和卢甘斯克。我们从国际法的基础和《联合国宪章》的基本原则出发[86][87]。 ”
 拉脫維亞 拉脱维亚政府（英语：Government of Latvia）发声明表示谴责：“拉脱维亚在强烈谴责俄罗斯的行动的同时，敦促国际社会采取最强有力的措施，制止俄罗斯的侵略，向乌克兰提供援助。我们总统、议会议长、总理及外交部长代表拉脱维亚人民坚定支持乌克兰人民，支持乌克兰的自由、国家主权及领土完整[88]。”
 列支敦斯登 列支敦士登外交部发表推文：“列支敦士登强烈谴责俄罗斯政府认定乌克兰地区卢甘斯克和顿涅茨克，此举公然侵犯乌克兰的领土完整和国家主权，以及联合国安理会认可的明斯克协议，以及《联合国宪章》及管理国际关系的规则。列支敦士登与乌克兰政府及人民团结一致，呼吁在遵守国际法的前提下循外交手段和平解决所有问题[89]。”
 立陶宛 立陶宛外交部强烈谴责俄罗斯认可亲俄分裂份子控制的顿涅茨克和卢甘斯克为独立国家：“此决定严重违反《联合国宪章》、国际法、《赫尔辛基协议》及《巴黎宪章（英语：Paris Charter）》所载的原则”[90]。
 盧森堡 卢森堡总理格扎维埃·贝泰尔在Twitter声明：“我谴责俄罗斯最近违反明斯克协议。我们将与欧盟伙伴紧密合作，共同作出回应[91]。”
 馬爾他 马耳他谴责俄罗斯正式承认割据地区顿涅茨克和卢甘斯克为独立国家，认为此举侵犯乌克兰的领土完整及国家主权，与《联合国宪章》准则不一致，违反明斯克协议，破坏了外交解决的可能[92]。
 墨西哥 墨西哥常驻联合国代表团（英语：Permanent Mission of Mexico to the United Nations）重申尊重乌克兰领土完整，支持循外交渠道解决问题[93]。
 摩尔多瓦 摩尔多瓦总统馬婭·桑杜在Twitter发表声明，严正谴责俄罗斯认可顿涅茨克和卢甘斯克，认为此举违反国际法，同时表示会坚定支持乌克兰在国际认可边境内享有国家主权及领土完整[94]。
 蒙特內哥羅 黑山外交部（英语：Ministry of Foreign Affairs (Montenegro)）在Twitter发表声明：“俄罗斯决定承认自封的顿涅茨克和卢甘斯克‘人民共和国’侵犯了乌克兰的国家主权及领土完整，违反了明斯克协议和国际法。黑山与欧盟及北约盟国一同支持乌克兰[95]。”
 荷蘭 荷蘭外交部部长沃普克·霍克斯特拉（英语：Wopke Hoekstra）在Twitter声明：“认可乌克兰割据地区是公然违反国际法和明斯克协议，侵犯了乌克兰的领土完整。荷兰严正谴责这种行为，并将与欧盟及北约的伙伴紧密合作，作出坚定的回应[96]。”
 新西兰 外交部长娜娜亚·马胡塔（英语：Nanaia Mahuta）在Twitter声明：“奥特亚罗瓦新西兰坚决支持乌克兰的主权和领土完整。俄罗斯今天的行为违反了国际法，切断了寻求和平解决的外交努力[97]。”
 北馬其頓 北马其顿外交部长（英语：Ministry of Foreign Affairs (North Macedonia)）布哈尔·奥斯马尼（英语：Bujar Osmani）在Twitter声明：“我们强烈谴责俄罗斯承认乌克兰顿涅茨克和卢甘斯克地区为独立国家[98]。”
 挪威 挪威外交部长（英语：Minister of Foreign Affairs (Norway)）安妮肯·惠特费尔特（英语：Anniken Huitfeldt）表示“挪威谴责俄罗斯宣布认可所谓的顿涅茨克和卢甘斯克人民共和国为独立国家”，认为此举“再度侵犯乌克兰主权”。她表示挪威“主持乌克兰在按照国际公认边界内的独立及领土主权”[99]。
 秘魯 秘鲁对顿涅茨克及卢甘斯克地区及俄乌边界的局势发展深表关切，呼吁循外交渠道寻求和平和可持续的解决方案。秘鲁常驻联合国代表曼努埃尔·罗德里格斯·夸德罗斯（Manuel Rodriguez Cuadros）认为承认割据地区是独立国家并部署军队有悖于《联合国宪章》的原则，侵犯了乌克兰的领土完整及国家主权[100]。
 波蘭 波兰外交部强烈谴责俄罗斯宣布乌克兰领土的两个共和国为“顿涅茨克人民共和国”和“卢甘斯克人民共和国”，认为俄罗斯违反《明斯克协议》。波兰政府将与乌克兰团结一致，并敦促俄方停止违反国际法的非法行动[101]。
 葡萄牙 总理安東尼奧·科斯塔在Twitter发帖：“俄罗斯承认乌克兰两个割据地区的行为明显违反明斯克协议，危害乌克兰的领土完整。我们强烈谴责这一行为，并向乌克兰表达充分的声援[102]。”
