赫爾松在俄罗斯全面攻打乌克兰的初期就遭到俄軍的占领，这是唯一的一座被俄军长期占领的州府城市。2022年9月，俄羅斯宣佈吞併頓涅茨克州、赫爾松州、盧甘斯克州和扎波羅熱州，此舉受到國際社會廣泛譴責[6] 。
