美利坚合众国是50个州和聯邦地區（华盛顿哥伦比亚特区）组成的联邦共和国^[1]。州是美国联邦主要的一級行政區，根据美国宪法拥有多项权力和权利，如调节州内贸易、选举、建立地方政府、批准宪法修正案等。根据宪法第十条修正案，各州可以行使所有未授予联邦政府的权力^[2]。每个州自有政府，包括州长代表的行政部门企業、州议会代表的立法部门和州法院代表的司法部门^[3]。所有州都有国会代表，国会为兩院制，包括联邦参议院和联邦众议院。每个州各有两名联邦参议员，众议员人数根据各州人口分配^[4]。联邦地区没有参议员，但在众议院拥有无投票权的代表。各州有权指派选举人，数量与该州国会议员总数相等，选举人投票选出總統和副總統^[5]。国会可以接纳新州加入联邦，但无相关州同意不能在现有州领土建新州，也不能把多州合并^[6]。

除了50个州和联邦地区外，美国还控制了14个领地，其中5个（美屬薩摩亞、關島、北马里亚纳群岛、波多黎各和美屬維爾京群島）拥有长驻非军事人口，另外9个（美国本土外小岛屿）没有。除了座落在加勒比地区的納弗沙島、波多黎各和美屬維爾京群島外，其它领地都位于太平洋。所有领地中只有帕邁拉環礁已属合并领土，这意味着美国宪法对其完全适用；其他领地都是非合并领土，这表明宪法对其并不完全适用。十个领地（美国本土外小岛屿和美屬薩摩亞）属于无建制领土，这说明国会没有针对这些领地制订建制法，另外四个领地则已经有了国会制订的建制法。五个拥有长驻人口的领地都拥有包括立法部门和行政长官在内的有限自主权，但其居民无权在联邦选举中投票。

加利福尼亚州是美国人口最多的州，2012年估计人口总数超3953万；怀俄明州人口最少，估计还不到57万。首都哥伦比亚特区在2012年时估计拥有63万2323人，超过怀俄明和佛蒙特两个州。面积最大的是阿拉斯加州，有172万3337平方公里，最小的罗德岛州则只有4002平方公里。特拉华州1787年12月7日率先批准美国宪法，夏威夷州是最年轻的州，1959年8月21日加入联邦。波多黎各是美国面积最大、人口也最多的领地，2010年美国人口普查显示当地1万3792平方公里土地共有372.5万居民。
