Carica Kōken (孝謙天皇 Kōken-tennō?, 718 – 28. august 770), također poznata i kao Carica Shōtoku (称徳天皇 Shōtoku-tennō?), bila je 46. i 48. car Japana,[1] prema tradicionalnom popisu,.[2] koja je vladala u dva navrata - pod službenom Kōken od 749. do 758. godine, te pod službenim imenom Shōtoku od 765. do smrti 770.

Otac joj je bio car Shomu, a majka carica Kōmyō. Na prijestolje je prvi put stupila nakon očeve smrti 749. godine. Godine 758. je abdicirala u korist svog rođaka cara Junnina. On je, pak, svrgnut 764. te je na prijestolje stupila Koken, ovaj put pod imenom Shotoku. Za vrijeme druge vladavine je održavala ljubavnu vezu sa budističkim redovnikom po imenu Dokyo, koji je pokušao postati car, ali su njegove planove spriječili drugi dvorjani. Naslijedio ju je rođak car Konin.
