Robert Dennis Harris (født 7. mars 1957 i Nottingham) er en britisk forfatter. Han er tidligere journalist og TV-reporter for BBC.

I 1986 gav han ut en boka Selling Hitler, hvor han undersøkte omstendighetene ved forfalskningene av Adolf Hitlers dagbøker noen år før. I 1992 utgav han sin første internasjonale bestselger, Fedreland, i sjangeren kontrafaktisk historie. Denne kriminalromanens handling var lagt til 1960-tallet, og var historisk korrekt fram til 1942, men spekulerte deretter om hvordan Europa ville sett ut om det nasjonalsosialistiske Tyskland hadde vunnet den andre verdenskrig. Boka ble filmatisert av HBO i 1994.

Siden 2003 har han utgitt en romanserie om senrepublikken i senantikkens Roma.
