מצלמת גוף היא מצלמה מסוג טכנולוגיה לבישה, המשמשת להקלטה, צילום, הסרטה וטכניקות אחרות. למצלמות גוף מגוון שימושים ועיצובים, והשימוש השכיח בהן הוא כחלק מציוד כוחות אכיפת החוק בכלל וכוחות משטרה בפרט. משטרת ישראל מגדירה מצלמת גוף כ"מצלמה הנישאת על גוף השוטר, והמתעדת התרחשויות בתיעוד חזותי וקולי"[1].

שימושים אחרים כוללים צילומים לצורכי פנאי וחברה או ספורט (כולל רכיבה על אופניים), לצד שימושים בתחומי רפואה, בריאות, מסחר, עיתונות, כמו גם פעילויות צבא ומעקב סמוי. מחקרים מתפתחים על ההשפעה של מצלמות גוף בידי רשויות אכיפת החוק מצביעים על השפעה כלשהי של נוכחות המצלמה על שימוש בכוח (אנ') ועל אמון הקהילה במשטרה[2].

מצלמות גוף מתוכננות לרוב לנשיאה באחד משלושה מיקומים: בגו, על קסדה, או על התקן מוגדר במשקפיים. חלק מההמלצות כוללות פונקציות סטרימינג בשידור חי, ואילו אחרות מבוססות על אחסון מקומי.

"המרכז הלאומי למחקר, בדיקה והערכה של צדק פלילי", גוף במכון הלאומי לצדק של מחלקת המשפטים של ארצות הברית, ערך סקר שוק, בדבר מצלמות גוף במטרה לסייע לארגונים ברכישת מצלמת הגוף הטובה ביותר. הסקר דן בפונקציונליות, באופטיקה, יכולות השמע וטכנולוגיות ה-GPS של המכשירים, לצד קטגוריות נוספות. מחירן של מצלמות אלה נע בין כ-200 לכ-2,000 דולר אמריקני[3].

במצלמות לבישוֹת עושים שימוש משטרות וארגוני אכיפת חוק אחרים במגוון מדינות בעולם. המצלמות נועדו לשפר את האינטראקציה בין המשטרה לציבור. הדור הראשון של מצלמות גוף "מודרניות" לשימוש משטרתי הוצג בבריטניה בסביבות 2005, ומאז 2014 נעשה במצלמות אלה שימוש מסיבי בידי כוחות המשטרה ואכיפת החוק בארצות הברית, בעיקר כדי להגביר את השקיפות ואת האחריות המשטרתית.

בישראל השיקו בשנת 2016 השר לביטחון הפנים גלעד ארדן ומפכ"ל המשטרה רוני אלשיך מיזם למצלמות גוף במשטרת ישראל, במהלכו הוחלט לצייד כ-8,000 שוטרים ושוטרות במצלמות גוף עד 2019[4]. במהלך תקופת ניסיון שתמה בראשית 2017, בוצע מחקר מלווה שבחן את השפעת המצלמות על שוטרים ואזרחים. המחקר הוכיח כי בתחנות משטרה בהן חל פיילוט זה, נרשמה ירידה בת כ-35% בתלונות ציבור. בנוסף, נמצא כי מצלמות הגוף היו כלי משמעותי בשקיפות של פעילות משטרת ישראל, וגורם מרסן של כלל המעורבים בהתחככויות בין שוטרים לאזרחים ובהפחתת אלימות משטרתית[5].
