כפר עבודה היה סוג של יישובים שהוקמו בראשית ימיה של מדינת ישראל כאשר לתושבים לא היו אמצעי ייצור מספקים לאחזקה עצמית, ועל כן הם היו מבוססים על עבודה עבור גורמי חוץ, בעיקר הקרן הקיימת.

לאחר קום מדינת ישראל ראו המוסדות המיישבים חשיבות רבה בהתיישבות באזורים ההרריים בפרוזדור ירושלים ובגליל. באזורים ההרריים הוקמו 14 יישובים של נוער חלוצי וחיילים משוחררים ו-30 מושבים של עולים חדשים[1]. במחנות העולים שהיו מלאים עד אפס מקום, ישבו עולים רבים שלא עבדו אך לא הייתה עבורם קרקע מספקת ראויה לחקלאות לצורך הקמת יישובים נוספים בהר. בעקבות זאת, הוחלט על ידי נציגי הממשלה, הסוכנות היהודית והמרכז החקלאי להקים כפרי עבודה בהם ייושבו כ-5,000 משפחות תוך הבטחה שהמתיישבים יועסקו בעבודות ציבוריות במשך 5 שנים[2].

בהקמת כפרי עבודה הוחל לקראת סוף שנת 1949, בפרוזדור ירושלים ובגליל, במקומות שבהם לא הייתה מספיק קרקע לצורך התיישבות חקלאית[3]. בכפרי העבודה הוכנו לעולים בתים והובטחה להם עבודה בהכשרת קרקע וייעור. על פי התוכנית, לאחר גמר הכשרת הקרקע יוקצו לכפרי העבודה משבצות קרקע. בהתאם לכך ייקבע מספר המשפחות בכפר העבודה,[1] והוא יוסב למושב. כן נעשה מאמץ שלכל מתיישב יהיה משק עזר בן 3–4 דונם[4].

ארבעה כפרי עבודה ראשונים הוקמו בנובמבר 1949: ליפתא[5], גדעונה, זנגריה ופוריה - כפר עבודה[6][3]. בדצמבר 1949 הוקם כפר העבודה החמישי, אשתאול[7].

בשנת 1950 הוקמו 19 כפרי עבודה, 17 של עולי תימן, אחד של עולי הודו (עופר), ואחד של עולי מרוקו (שואבה)[8]. עד סוף 1951 הוקמו 29 כפרי עבודה, 9 בגליל (זנגריה, פרוד א', פרוד ב', צוריאל, גורן, ואדי קרן, עין יעקב[9]), 2 בהר הגלבוע (גדעונה ונורית[10]), 2 ברמת מנשה ו-16 בפרוזדור ירושלים. ב-17 מהכפרים הוכנו בתי בלוקים, אבן או עץ וב-12 הוקמו צריפים[1]. עד סוף 1951 תוכננו ב-15 מכפרי העבודה השטחים החקלאיים, לאחר שהוכשרו מעל 13,000 דונם[1].
