O Programa Fulbright (incluíndo o Programa Fulbright-Hays)[1] é un programa de bolsas de estudos (Fulbright Fellowships e Fulbright Scholarships), fundado polo senador J. William Fulbright e patrocinado pola Oficina de Asuntos Educativos e Culturais do Departamento de Estado dos Estados Unidos, gobernos doutros países e sector privado. O programa estableceuse para mellorar o entendemento mutuo entre o pobo dos Estados Unidos e outros réximes mediante o intercambio de persoas, coñecementos e técnicas[2].

O programa foi creado grazas aos esforzos do senador de Arkansas J. William Fulbright, quen obtivo a súa aprobación polo Senado en 1946. Está considerado un dos programas máis prestixiosos para fomentar a educación intercultural do mundo e opera en 144 estados-nación. Máis estudantes de Fulbright recibiron premios Nobel que ningún outro programa académico; por exemplo, en 2002 había dous Nobel.
