Chen Shui-bian (Cina Tradisional: 陳水扁; pinyin: Chén Shuǐbiǎn, POJ: Tân Chúi-píⁿ), lahir 12 Oktober 1950) ialah ahli politik Taiwan yang merupakan mantan Presiden Republik China dari tahun 2000 hingga ke 2008. Beliau dikenali dengan nama gelaran Ah-Bian (阿扁; Ābiǎn; bahasa Taiwan: 阿扁仔 A-píⁿkiáⁿ).

Chen, yang Parti Progresif Demokratiknya (DPP) kuat menyokong kemerdekaan Taiwan, menyandang jawatan pada tahun 2000, lalu menamatkan lima puluh tahun perintah Kuomintang di Taiwan. Sungguhpun mengawal pendiriannya dan menunjukkan gamatan perdamaian, Chen masih amat berbelah-bagi bagi pendiriannya untuk kemerdekaan Taiwan.


Pada 11 September 2009, Chen dijatuhkan hukuman penjara seumur hidup dan didenda TW$200 juta[1] atas kesalahan menggelapkan wang, menerima rasuah, dan pelaburan wang haram, sebanyak $15 juta ketika memegang jawatan Presiden dari tahun 2000 hingga 2008.[2]
