יחסי מונקו–צרפת הם היחסים הדיפלומטיים הרשמיים שבין נסיכות מונקו לבין הרפובליקה הצרפתית.[1]

היסטוריה

בשנת 1419 קיבלה מונקו את השליטה הבלעדית על עצמה כאשר למבר גרימלדי, הלורד של מונקו שכנע את המלך הצרפתי שארל השמיני לתת למונקו את עצמאותה הבלעדית. המלך לואי השנים עשר הכיר בעצמאותה של מונקו בשנת 1512 וחתם על מסמך המכריז על כך. בנוסף, המסמך כלל ברית עם מונקו. במאה ה-17 החלה מונקו בשגשוג ניכר לאחר שחיזקה את הקשרים שלה עם צרפת כשהייתה תחת השלטון של הנסיך הונורה השני. היא שמרה על כוחה זה עד 1861, בה החתים שארל השלישי, נסיך מונקו את צרפת על אמנה שבתמורה למספר שטחים - מונקו תקבל עצמאות מוחלטת מצרפת מבלי שום התערבות חיצונית. ב-17 ביולי 1918 כוננו שתי המדינות יחסי דיפלומטיים ולאחר סיום מלחמת העולם הראשונה ב-27 ביולי 1919, חתמה צרפת עם מונקו על הסכם הגנה פעם נוספת.[2] החתימה על ההסכם יצרה יחסים מיוחדים בין צרפת למונקו שנשמרים עד היום - הממשל הצרפתי מגן על מונקו לה יש רק כוח משטרתי פנימי קטן. הסכם חוקי בין שתי המדינות ואמנות שנחתמו בשנים 1945 ו-1963 חיזקו אף יותר את היחסים בין המדינות.

ב-2002 החלה צרפת לנסח מחדש את האמנה משנת 1963 וחתמה עליה מחדש יחד עם מונקו בשנת 2005. בתנאים החדשים של האמנה מצורפת הכרה רשמית מצרפת בסדר ירושת הכתר בבית גרימלדי על פי ההחלטה של 1962. כמו כן שודרג מעמדה של הנציגות הצרפתית במונקו מקונסוליה לשגרירות.

יחסים תרבותיים

שתי המדינות חולקות את הצרפתית כשפה הרשמית והמדוברת במדינה. עם זאת, השפה ההיסטורית והרשמית השנייה במדינה היא מונגאסקית - שפה גאלו-איטלקית הנגזרת מליגורית. יותר מחצי מאוכלוסיית מונקו הם צרפתים ואיטלקים. המטבח הצרפתי הוא המטבח השולט במונקו.[2]

שני שלישים מתוך 30,000 העובדים במונקו הם צרפתים ואיטלקים המגיעים מהפרברים של עיר המדינה הקטנה.[2]

יחסים כלכליים

הסירוב של מונקו להטיל מס על התושבים שלה ועל העסקים הבינלאומיים שפועלים בתוכה ב-1962 יצר בעיה ביחסים בין שתי המדינות. בעיה זו נפתרה באמצעות הסכם הקובע כי אזרחים צרפתים שיושבים פחות מחמש שנים במונקו וחברות שיותר מ-25% מעסקיהן נעשים מחוץ למונקו, יקבלו מיסים על פי התקן הצרפתי.

מונקו חברה באיחוד מכס מלא עם צרפת, מה שמאפשר לה השתתפות במערכת השוק של האיחוד האירופי. האירו מהווה במונקו כהילך חוקי באישור מיוחד של האיחוד האירופי החל מהתאריך 1 בינואר 2002.[3]
