יחסי אוקראינה–טאיוואן הם היחסים הבין־לאומיים בין טאיוואן, הידועה רשמית כרפובליקה של סין, לבין אוקראינה. אין יחסים דיפלומטיים רשמיים בין שתי המדינות הללו, שכן אוקראינה תומכת במדיניות סין האחת ובמקום זאת מקיימת יחסים דיפלומטיים רשמיים עם הרפובליקה העממית של סין מאז 1992.[1] גם הרפובליקה הסינית, שהייתה אז בסין היבשתית, וגם אוקראינה, אז הרפובליקה הסובייטית הסוציאליסטית האוקראינית, היו חברות מייסדות באו"ם בשנת 1945.

לטאיוואן אין נציגות באוקראינה, ונושאי הקונסוליה מטופלים באמצעות הנציגות הממוקמת במוסקבה.[2]

המלחמה הקרה

ממשלת הרפובליקה הסינית נסוגה לטאיוואן לאחר תבוסתם במלחמת האזרחים הסינית בפני המפלגה הקומוניסטית בסין בשנת 1949. עם פרוץ המלחמה הקרה, הנציג הלגיטימי של סין באו"ם הפך לאחת מנקודות המחלוקת בין המדינות החברות.

ב-29 בנובמבר 1966 התכנסה האספה הכללית של האו"ם בכנס ה-21 לדון בייצוג סין.[3] הנציג האוקראיני הסובייטי נשא דברים בתחילה וטען כי יש לפנות את מקום מושבה של הרפובליקה הסינית באופן מיידי ולשנות את זכות הנציגות לרפובליקה העממית של סין בטענה כי המקרה אינו נמצא במסגרת הסוגיה החשובה המכוסה בסעיף 18 לאמנת האומות המאוחדות.

לאחר המושב, קיבלה האספה הכללית את החלטה 1668, והצהירה כי כל הצעה לשנות את ייצוג סין באו"ם תדרוש הצבעה של רוב של שני שלישים:[4]

בסוף שנות השישים ובתחילת שנות השבעים התרחשה ההידרדרות המהירה ביחסים הדיפלומטיים של טאיוואן. ב-26 באוגוסט 1971, כאשר טאיוואן הייתה בקצה תהליך הגירוש מהאו"ם, ביקש שגריר טייוואן להונדורס באמצעות שר החוץ של הונדורס להציע ייצוג כפול כחלופה לייצוג סין באו"ם, תוך ציון ברית המועצות, בלארוס הסובייטית ואוקראינה הסובייטית כדוגמאות. בהחלטת האספה הכללית של האו"ם 2758, נציגי אוקראינה הסובייטית יחד עם רוב חברי האו"ם הצביעו על תמיכה בגירוש נציגי טאיוואן.

שנות התשעים

לאחר התפרקות ברית המועצות ועצמאות אוקראינה, ממשלת טאיוואן ניסתה באופן פעיל לשכנע את אוקראינה לכונן שוב יחסים דיפלומטיים. בינואר 1992 ערך סגן שר החוץ של טאיוואן צ'יאנג הסיאו-ין ביקור דיפלומטי בקייב ושוחח עם גורמים אוקראינים על כינון יחסים רשמיים בין טאיוואן לאוקראינה.[5] סין הגיבה בכך שהאיצה את המשא ומתן עם אוקראינה והגיעה להסכם להקמת יחסים רשמיים באותו חודש.[6][7] באפריל 1992 ערך צ'יאנג הסיאו-ין ביקור דיפלומטי נוסף באוקראינה, שבסופו של דבר לא הצליח לאחר שממשלת אוקראינה קיבלה מחאה רצינית מצד הנציג הסיני. אף על פי שהייתה תמיכה מסוימת מצד חברי הפרלמנט והכלכלנים באוקראינה בכינון יחסים רשמיים עם טאיוואן להשגת עזרים כלכליים, בסופו של דבר ההצעה נדחתה.[6]
