Un secteur aérien est une portion de l'espace aérien dans laquelle un poste de contrôle aérien gère les flux d'avions entrants et sortants.

Définition

On le définit formellement comme l'association de :

  • un contour géographique (ensemble de points latitude/longitude)
  • une altitude minimum
  • une altitude maximum

formant alors ce que l'on appelle un secteur élémentaire.

Des secteurs élémentaires peuvent être regroupés, formant alors un secteur de contrôle auquel on attribue une capacité : le nombre d'avions pouvant traverser ce secteur par heure. Exemple : un secteur de capacité 50 verra donc passer au maximum 50 avions par heure. Au delà, on dit que le secteur est surchargé (overload).

Les secteurs de contrôle sont généralement regroupés en zones géographiques. Leur répartition se fait de manière différente suivant les pays. Ainsi en France, les vigies d'aéroports ne gèrent pas seulement le tarmac et les mouvements des avions, mais aussi l'espace aérien immédiatement au-dessus. En Angleterre, cet espace est géré par le centre de contrôle en route.

Surcharge et régulation

Pour éviter la surcharge d'un secteur (et par conséquent un risque accru d'accident dans celui-ci), il existe de nombreux systèmes de prévision/régulation (ATFM).

  • En Europe, Eurocontrol est responsable de gérer ces problèmes à l'aide du système ETFMS qui attribue un créneau de décollage à chaque avion décollant depuis la zone ECAC (Europe élargie). Ce créneau est calculé en fonction de la charge (nombre d'avions passant dans un secteur) des différents secteurs couvrant la zone ECAC à l'aide des plans de vols déposés 2 heures au moins avant le décollage prévu. Les avions entrant dans la zone ECAC sont comptabilisés mais non régulés.
  • Aux États-Unis, la FAA est responsable de l'outil de collaboration FSM[Quoi ?] (outil aidant les compagnies et les aéroports à partager leurs informations respectives pour augmenter la précision de la demande en capacité) et de procédures de contrôle en route telle que les MIT[Quoi ?] (séparer les avions par une distance donnée). Ici, le facteur régulant est un créneau d'atterrissage à l'aéroport de destination en fonction de la capacité de l'aéroport et des flux associés.

En économie

D’un point de vue économique, le secteur aérien est un secteur économique qui regroupe les principales compagnies aériennes et les aéroports.
