I think listing all the possible positions might make the template larger than it needs to be. I have three keyboards with me at the moment, none of which have an unusual widely-used layout. The tilde is in the same place on only two of them, and none of these keys are next to the 1 key. The keys the symbol are on also have a different second function on each of the keyboards.
