See WP:PLAGIARISM, which discusses public domain sources (you are correct that the term copyvio does not apply if the source is indeed public domain).

Separately, regarding the content, please review what synthesis is. Unless you have sources connecting her to the genocide, the text is not relevant to her article. Re: Hitler, it is not I who wants anything, and please take care not to accuse Wikipedia editors of crimes. Wikipedia has sourcing and other policies on no original research. When you want to add text to an article, you need to comply with policies. It is up to the person seeking to add the content to justify the reason. You have a source that discusses Sociedad Explotadora de Tierra del Fuego and never mentions Sara Braun. Having viewed all of the sources at that article, there are none that connect her to the genocide. (There are plenty that connect Hitler to the Holocaust, obviously.)

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
