Scanlan was born in Bellefonte, Pennsylvania. Prior to entering politics, he worked as a forester. On January 3, 2022, the New Hampshire Secretary of State Bill Gardner announced his retirement as Secretary of State prior to the end of his term. Scanlan succeeded him on an acting basis to serve the remainder of Gardner's term.[4] Scanlan was elected to a new two-year term in a joint legislative session on December 7, 2022.[5]
