Η Κεντρική Τράπεζα της Αρμενίας (αρμενικά: Հայաստանի Հանրապետության Կենտրոնական Բանկ) είναι ένας ανεξάρτητος φορέας της Αρμενίας υπεύθυνος για την έκδοση όλων των τραπεζογραμματίων και κερμάτων στη χώρα, εποπτεύοντας και ρυθμίζοντας τον τραπεζικό τομέα και διατηρώντας τα συναλλαγματικά αποθέματα της κυβέρνησης, και έχει έδρα το Γερεβάν. Είναι, επίσης, ο μοναδικός ιδιοκτήτης του Αρμενικού Νομισματοκοπείου.[1][2][3][4]

Η τράπεζα δραστηριοποιείται στις πολιτικές για την προώθηση της χρηματοπιστωτικής ένταξης και είναι μέλος της διεθνούς Συμμαχίας για την Οικονομική Ενσωμάτωση.[5] Στις 3 Ιουλίου 2012 η Κεντρική Τράπεζα της Δημοκρατίας της Αρμενίας ανακοίνωσε ότι θα αναλάβει συγκεκριμένες δεσμεύσεις για τη χρηματοοικονομική ένταξη, βάση της Διακήρυξης Μάγια.[6][7]

Στις 28 Σεπτεμβρίου 2012, στο Παγκόσμιο Πολιτικό Φόρουμ, η τράπεζα προέβη σε πρόσθετη δέσμευση στο πλαίσιο της Διακήρυξης Μάγια για να ενθαρρύνει την ανάπτυξη προϊόντων του ιδιωτικού τομέα, που ανταποκρίνονται στις ανάγκες των φτωχών, με έμφαση σε καινοτόμα κανάλια, όπως κινητά και ηλεκτρονικά χρήματα.[8][9] Δεσμεύτηκε, επίσης, και να εφαρμόσει ένα γρήγορο, αποτελεσματικό και δωρεάν σύστημα διαχείρισης καταγγελιών μέσω του γραφείου οικονομικής διαμεσολάβησης και να βελτιώσει το κανονιστικό πλαίσιο έτσι ώστε οι καταναλωτές να έχουν πληροφορίες, προστασία και ικανότητα πρόσβασης σε όλες τις υπηρεσίες.[10][11]

Ο σημερινός διοικητής της Κεντρικής Τράπεζας της Αρμενίας είναι ο Άρθουρ Τζαβαντιάν.[12]

Σκοπός

Αποστολή της Κεντρικής Τράπεζας

  • να είναι μια αναγνωρισμένη, διαφανής, ανεξάρτητη, βασισμένη στη γνώση και αποτελεσματική οντότητα, που κατανοεί και εκτιμά τις αναπτυξιακές τάσεις στη διεθνή οικονομική κοινότητα.
  • να διατηρεί θεσμικές ικανότητες προκειμένου να ανταποκριθούν άμεσα στις αλλαγές του οικονομικού τοπίου και να επηρεάζουν αποτελεσματικά τις οικονομικές διαδικασίες.
  • να υποστηρίζει πάντοτε τη βιώσιμη μακροοικονομική ανάπτυξη της Αρμενίας, παραμένοντας παράλληλα βασικός εταίρος της κυβέρνησης για την αντιμετώπιση των οικονομικών προκλήσεων.[13]

Βασικά καθήκοντα της Κεντρικής Τράπεζας

  • να διατηρεί τη σταθερότητα του χρηματοπιστωτικού τομέα .
  • να παρέχει την έκδοση του εθνικού νομίσματος και να εξασφαλίζει την κυκλοφορία του.
  • να καταπολεμά τη νομιμοποίηση εσόδων από παράνομες δραστηριότητες και τη χρηματοδότηση της τρομοκρατίας.
  • να διαχειρίζεται τα διεθνή αποθέματα της Δημοκρατίας της Αρμενίας.
  • να ρυθμίζει και να εποπτεύει άλλους σχετικούς τομείς αρμοδιότητάς της, που προβλέπονται από το Σύνταγμα της Δημοκρατίας της Αρμενίας και τη νομοθεσία της Δημοκρατίας της Αρμενίας.[14][15]
