Ο στρατηγός ήταν διοικητικό αξίωμα του Βυζαντίου. Η επικράτεια ήταν διαιρεμένη σε θέματα, ενώ ο ανώτατος άρχοντας κάθε θέματος ονομάζονταν συνήθως στρατηγός, και η επικράτειά του στρατηγίδα.

Ο στρατηγός είχε την υπέρτατη πολιτική και στρατιωτική αρχηγία στο θέμα του. Διότι λόγω των συνεχών κινδύνων από τις επιδρομές ήταν απαραίτητη η συγκέντρωση όλης της πολιτικής και στρατιωτικής δύναμης στα χέρια ενός ανθρώπου. Σε αντίθεση με τον στρατηγό, ο κατεπάνω ήταν μόνο πολιτικός διοικητής ενός θέματος. Οι στρατηγοί δεν ήταν όλοι ίσιοι. Είχαν διάφορους βαθμούς ανάλογα με την έκταση και τη θέση ή και τη σπουδαιότητα του θέματος που διοικούσαν. Οι στρατηγοί της ανατολής ήταν πολύ ανώτεροι των στρατηγών της δύσης, και ελάμβαναν τακτικό μισθό, τις λεγόμενες ρόγες από το δημόσιο ταμείο. Μεταξύ των ανατολικών θεμάτων συγκαταλέγονταν και η Μακεδονία, Θράκη και το Αιγαίο. Οι δε στρατηγοί της δύσης αντί για μισθό λάμβαναν τις λεγόμενες συνήθειες, η οποία ήταν ετήσια πληρωμή από τους διοικούμενους.

Κάθε στρατηγός θέματος διοικούσε πολλούς στρατιωτικούς και πολιτικούς άρχοντες και υπαλλήλους. Συχνά όμως, κάποιοι στρατηγοί επαναστατούσαν ενάντια στην εξουσία! Γνωστό παράδειγμα είναι η Δυναστεία των Ισαύρων, καθώς επρόκειτο για πρώην στρατηγούς, και γενικώς είχαν δημιουργηθεί κατά καιρούς πολλές αναταραχές λόγω επαναστάσεων. Αυτό γινόταν εξαιτίας της υπερβολικής φιλοδοξίας των στρατηγών και την εμπιστοσύνης του λαού προς αυτούς.
