Although the Conservatives won the most seats and votes at the election in 2019, Labour and the Liberal Democrats formed a coalition to govern the council, led by Labour councillor Paul Foster. In addition, since the 2019 election, two Conservatives had crossed the floor to Labour, making it the largest party in the run up to the 2023 elections.[3]

The election saw Labour take a majority of the seats on the council, giving it overall control.[4][5]
