特罗姆斯-芬马克郡

特罗姆斯-芬马克郡在挪威的位置

特罗姆斯-芬马克（挪威語：Troms og Finnmark，北薩米語：Romsa ja Finnmárku，克文語：Tromssa ja Finmarkku）是挪威北部曾經存在的一个郡，成立于2020年1月1日。该郡的成立是挪威行政区划改革的结果。该郡是通过合并之前的特罗姆斯郡和芬马克郡及之前属于诺尔兰郡的切尔松市镇而成的[1]。新郡的行政中心为特罗姆瑟城（原特罗姆斯郡的首府），而郡长的办公室则设在瓦德瑟城（英语：Vadsø (town)）（原芬马克郡的首府）。

然而，合併一事一直在地區上引來很大的反響，尤以地方領袖的反對聲音甚大，原芬馬克郡就有87％選民反對合併[2]，不過挪威議會最終仍然採納政府建議，以行政方式強行將兩郡合併。當新郡制度成立後不久，原屬聯合政府內的進步黨退出聯合政府之後，社會主義左翼黨便在挪威議會提出動議，容許被強行合併的郡可以提出要求撤回合併安排[3]。2020年6月，地方政黨代表隨即向挪威地方及區域發展部（英语：Ministry of Local Government and Regional Development）提出撤回合併申請[4]。2021年10月29日，時任部長格拉姆（英语：Bjørn Arild Gram）決定批准請求[5]，而特羅姆斯-芬馬克郡議會亦於2022年2月25日進行了特別會議，亦以39:18通過恢復原有兩郡體制[6]。隨後在當月的另一次會議中，議決把切爾松市镇撥入特羅姆斯郡內[7][8][9][10]。有關安排最終於2024年1月1日實施。
