剧情大綱

以财政危机为引子，内阁讨论出“改稻为桑”（稻田改成桑田，以擴充生絲產量的）“国策”，剧情在此基础上进行展开。以君臣之间、同僚之间及父子之间纷繁复杂的朝局为表象，主题为反贪腐，尤其是最高统治者的腐败问题、商人与专制政权之间的微妙关系，向往“民为贵，社稷次之，君为轻”的民本主义。
