Cesare Balbo på Commons

Cesare Balbo (født 21. november 1789 i Torino i kongedømmet Sardinia, død 3. juni 1853 samme sted) var en italiensk historiker og politiker, mest kjent for å ha påvirket utviklingen til Italias samling.

Biografi

I 1844 ga Balbo ut boken Delle speranze d’Italia (Italias håp). Dette verket var delvis et angrep på Vincenzo Giobertis bok Il primato morale e civile degli Italiani fra 1843. Gioberti mente at Kirken samlet Italia, og derfor måtte paven være det natulige samlingspunkt. Balbo mente, som Niccolò Machiavelli før ham, at Kirken splittet Italia. Slik ble Balbos retning kaldt en neoghibellisme som en motpol til Giobertis neoguelfisme. I tillegg hadde Balbo en langt mer presis gjennomgang av hvordan Italia burde samles enn Gioberti hadde. I møtet mellom liberale elementer og katolske verdier, måtte det inngås premisser og deretter dannes en politisk plattform, mente Balbo. Privat eiendomsrett måtte ivaretas, men sosiale reformer var også viktig. Balbo mente Piemontes hær skulle gjennomføre et oppgjør og tvinge kongen til å utstede en liberal grunnlov inspirert av Frankrike og Storbritannia.[7] Tanken var at Østerrike kunne akseptere et tap i Nord-Italia mot å styrkes på Balkan.[8]

Balbo ble kongedømmet Sardinias første statsminister etter at Viktor Emmanuel II ble konge. Han ble sittende i litt over fire måneder. Dette var imidlertid regelen; det var først den åttende statsministeren, Massimo d'Azeglio som satt lengre enn ham, og det i 3 år. Den niende, Camillo di Cavour, ble også Sardinias siste.

Balbo hadde alltid reformasjon foran revolusjon som tanke, og forble moderat resten av sitt liv.
