Anne Cecilie Naper (født 9. juni 1954) er førsteamanuensis (litteratur og kulturformidling) ved Oslomet – storbyuniversitetet, der hun er knyttet til Institutt for arkiv-, bibliotek- og -informasjonsfag. Hun underviser og veileder i litteraturpolitikk, litteratursosiologi, populærkulturelle uttrykk og litteraturkritikk, på bachelor-, master og doktorgradsnivå [1].

Naper er cand.philol. fra 1981, og har doktorgrad fra 2007 på avhandlingen Kvinner, lesning og fascinasjon. «Bestselgere» i bibliotek og kiosk.[2] Hun har arbeidet som forlagsredaktør i Samlaget 1986-89 og som førsteamanuensis ved Statens bibliotek- og informasjonshøgskole, senere en del av Høgskolen i Oslo og nå Oslomet – storbyuniversitetet fra 2018.[3] Hennes faglige profil omfatter litteratursosiologi med vekt på norsk litteraturpolitikk, det norske bokmarkedet og norske lesevaner. Hun satt i den kritikerlagoppnevnte juryen da Norges ti viktigste litteraturkritikere ble offentliggjort på Lillehammerfestivalen våren 2019. Hun har også vært med på å lansere den Liverpool- baserte «shared reading- metoden» i Norge, og har drevet høytlesningsgrupper ved Bredtveit kvinnefengsel siden 2015. Hun har skrevet flere bøker og artikler innenfor litteratursosiologiske emner. Hennes nåværende forskning er konsentrert rundt lesevaner og norsk litteraturpolitikk.[4]
