Zangezur-corridor

De Zangezur-corridor (Armeens: Զանգեզուրի միջանցք, geromaniseerd: Zangezuri mijantsk; Azerbeidzjaans: Zəngəzur dəhlizi) is een Azerbeidzjaanse benaming en concept voor een transportcorridor door de Zuid-Armeense provincie Sjoenik, die Azerbeidzjan ongehinderde doorgang zou moeten geven tot de Azerbeidzjaanse exclave Nachitsjevan. De naam is afgeleid van de Azerbeidzjaamse benaming “Zangezur” voor Sjoenik, die grotendeels samenvalt met de historische streek Zangezur. De corridor wordt ook wel de "Nachitsjevan-corridor" of de "Sjoenik-corridor" genoemd.

Het concept van een corridor maakte geen deel uit van de Nagorno-Karabach staakt-het-vuren overeenkomst uit 2020, hoewel die overeenkomst wel een bepaling bevatte die Armenië verplichtte om “veilige transportverbindingen” te voorzien tussen Azerbeidzjan en Nachitsjevan, zonder opgave van een specifieke route.[1]

Nadien lanceerde de Azerbeidzjaanse president Ilham Aliyev het idee van een corridor in het geopolitieke jargon. Het plan is sindsdien gepromoot door Azerbeidzjan en Turkije.[2] Maar Armenië heeft er zich voortdurend tegen verzet:[3] het verwerpt de "corridor-logica" omdat die afwijkt van de staakt-het-vuren verklaring, en ziet het concept als een vorm van propaganda. In brede zin zou het plan een geopolitieke corridor openen die Turkije op die manier zou verbinden met de rest van de Turkse wereld.

De terminologie, de mogelijke routes en de modaliteiten van de transportverbindingen zijn sindsdien twistpunten tussen Azerbeidzjan en Armenië, die sinds 1989 nog steeds een wederzijdse blokkade handhaven. Azerbeidzjan is begonnen met bouwprojecten op zijn grondgebied, nabij Şuşa,[4] die worden gepresenteerd als onderdeel van de toekomstige corridor, en heeft ermee gedreigd de corridor met geweld door te drukken als Armenië zich blijft verzetten.
