Allen Welsh Dulles (/ˈdʌləs/; 7 April 1893 – 29 Januari 1969) adalah seorang diplomat Amerika dan peguam yang menjadi orang awam pertama sebagai Pengarah Perisikan Pusat, dan pengarah paling lama berkhidmat setakat ini. Selaku ketua Agensi Perisikan Pusat semasa awal Perang Dingin, beliau menyelia Kudeta Guatemala 1954, Operasi Ajax (iaitu penggulingan kerajaan Iran yang dipilih), program pesawat Lockheed U-2 dan serangan Bay of Pigs. Berikutan pembunuhan John F. Kennedy, Dulles merupakan salah seorang dari anggota Suruhanjaya Warren. Antara khidmat kerajaannya, Dulles adalah seorang peguam korporat dan rakan kongsi dalam Sullivan & Cromwell. Abang beliau, John Foster Dulles, merupakan Setiausaha Negara semasa Pentadbiran Eisenhower.
