Ligina V atau Liga Indonesia 1998–1999 bagaikan sebuah oase di padang pasir bagi pecinta sepak bola nasional setelah sempat dihentikan pada tahun 1998. petinggi PSIS sempat menyatakan tidak sanggup membiayai tim untuk LI V 1998/1999, Namun pada akhirnya disepakati bahwa tim PSIS dengan ketua umum Soetrisno Soeharto yang juga wali kota Semarang akan mengikuti Ligina V atau Liga Indonesia 1998–1999. Yang menarik dalam pembentukan manajemen PSIS musim ini adalah dengan dibentuknya tim eksekutif PSIS dengan tiga orang manajer yaitu Sudarmanto, Ali Purwo, dan Sutji Astoto sebagai sekum. Kemudian Edy Paryono terpilih sebagai pelatih dan Budiawan Hendratno sebagai asisten pelatih.[1] Beruntung mereka diselamatkan dengan bubarnya Arseto Solo di mana Agung Setyabudi, Ali Sunan, hingga I Komang Putra, pemain-pemain terbaik Arseto Solo, kemudian memilih merapat ke PSIS Semarang.[2] Di Final, meskipun Persebaya Surabaya mendominasi hampir sepanjang pertandingan, Bajul Ijo pada akhirnya harus pulang dengan tangan hampa dari Stadion Klabat, Manado. Persebaya Surabaya tidak mampu menembus pertahanan PSIS Semarang yang saat itu dihuni Penjaga gawang I Komang Putra serta trio Bonggo Pribadi, Wasis Purwoko, dan Nugroho Adiyanto. Tugiyo jadi aktor keberhasilan PSIS Semarang mengalahkan Persebaya pada saat itu setelah mencetak gol penentu kemenangan di menit 89.[3]
