Kolaborasi data

Kolaborasi data (bahasa Inggris: data collaboratives) adalah upaya menggabungkan dan mengkolaborasi data untuk memungkinkan terciptanya nilai baru, di luar tujuan, kemampuan, dan logika masing-masing aktor yang berpartisipasi.[1] Kolaborasi data adalah inisiatif yang terkait dengan pengumpulan, pembagian, atau pemrosesan data yang diarahkan untuk mencapai tujuan. Tujuan dalam hal ini berasal dari mana saja, berbentuk berbagai macam tipe (orang atau fenomena) dan berbagai macam bentuk (dalam kata atau transaksi), dapat spesifik atau tidak dan terstruktur atau tidak.[2] Sering kali, dataset pemerintah terbuka cukup spesifik dan terstruktur, karena berasal dari departemen atau tingkat administratif tertentu dan berasal dari proses, aktivitas, atau sumber administratif tertentu. Semakin tidak spesifik atau tidak terstruktur sebuah dataset, semakin sulit untuk menyediakan metadata yang diperlukan dan membuat dataset yang berguna.[3] Arena kolaboratif data merupakan inisiatif di mana data dikumpulkan, diproses, dan dibagikan oleh berbagai organisasi, bahkan dari sektor yang berbeda, data yang mereka gunakan bisa sangat beragam.

Pilihan bagaimana data dibagikan dalam kolaborasi data melibatkan pertimbangan aspek-aspek seperti jenis, konten, dan tingkat administratif data; tingkat akses ke data, keragaman penyedia data, dan mode fasilitasi.[2] Di sisi lain, penggunaan data bervariasi tergantung pada kebijakan atau masalah penelitian, tujuan penggunaan, target pengguna dan pemilihan pengguna, insentif untuk penggunaan, hasil yang diharapkan dari kolaborasi data, dan kesinambungan kolaborasi.[2]

Model Kolaborasi Data

Kolaborasi data mempunyai beragam variasi dan pola. Enam model kolaborasi data diantaranya adalah antarmuka publik (public interfaces), perantara terpercaya (trusted intermediary), penyatuan data (data pooling), kemitraan penelitian dan analisis (research and analysis partnerships), hadiah dan tantangan (prizes and challenges), dan generasi intelijen (intelligence generation).[4]

  • Antarmuka publik (public interfaces): Perusahaan menyediakan akses terbuka ke aset data tertentu, sehingga memungkinkan penggunaan data secara independen oleh pihak eksternal. Pendekatan yang ada saat ini meliputi: Antarmuka Pemrograman Aplikasi (API) dan platform data.
  • Perantara tepercaya (trusted intermediary): Aktor pihak ketiga mendukung kolaborasi antara penyedia data sektor swasta dan pengguna data dari sektor publik, masyarakat sipil, atau akademisi. Pendekatan yang ada saat ini meliputi: Perantara data dan proyek analisis pihak ketiga.
  • Penyatuan data (data pooling): Perusahaan dan pemilik data lainnya setuju untuk membuat presentasi terpadu dari kumpulan data sebagai koleksi yang dapat diakses oleh berbagai pihak. Pendekatan saat ini meliputi: Kumpulan data publik dan kumpulan data pribadi.
  • Kemitraan penelitian dan analisis (research and analysis partnerships): Perusahaan terlibat langsung dengan mitra sektor publik dan berbagi aset data kepemilikan tertentu untuk menghasilkan pengetahuan baru yang bernilai bagi publik. Pendekatan saat ini meliputi: Transfer data dan persekutuan data.
  • Hadiah dan tantangan (prizes and challenges): Perusahaan menyediakan data bagi para peserta yang berkompetisi untuk mengembangkan aplikasi, menjawab pernyataan masalah, menguji hipotesis dan premis, atau memelopori penggunaan data yang inovatif untuk kepentingan publik dan memberikan nilai bisnis. Pendekatan yang ada saat ini meliputi: Tantangan inovasi terbuka dan tantangan inovasi selektif.
  • Generasi intelijen (intelligence generation): Perusahaan secara internal mengembangkan analisis berbasis data, alat, dan sumber daya lainnya, dan merilis wawasan tersebut ke publik yang lebih luas.
