פרדריק סטיבן "פרד" אפטון (באנגלית: Frederick Stephen "Fred" Upton; נולד ב-23 באפריל 1953) הוא פוליטיקאי אמריקאי, שכיהן כחבר בית הנבחרים של ארצות הברית מטעם מדינת מישיגן, בשנים 2023-1987. תחילה ייצג את מחוז הקונגרס הרביעי (1987–1993) ומאז 1993 ועד לפרישתו החל לייצג את מחוז הקונגרס השישי. עם פרישתו של סנדר לוין, נעשה אפטון החבר הוותיק ביותר במשלחת של מישיגן לקונגרס האמריקאי, והוא נמנה בין הוותיקים שבכלל חברי בית הנבחרים של ארצות הברית.

ביוגרפיה

אפטון נולד בסנט ג'וזף שבדרום מישיגן, בנם של אליזבת ב. (לבית ויאל) וסטיבן אדוארד אפטון. אפטון למד בתיכון שאטאק-סנט מרי'ס (Shattuck-Saint Mary's), וב-1971 סיים את לימודיו התיכוניים. בשנת 1975 השלים לימודי תואר ראשון בעיתונאות מאוניברסיטת מישיגן. כסטודנט היה חבר באחווה "אלפא דלתא פי", היה עורך חדשות הספורט בעיתון "The Michigan Daily" וקיווה שבבוא היום יסקר את פעילות השיקגו קאבס. בשנים 1976–1980 עבד בסגל של חבר הקונגרס דייוויד סטוקמן. מ-1981 ועד 1985, כהונתו הראשונה של רונלד רייגן כנשיא ארצות הברית, עבד אפטון במשרד הניהול והתקציב תחת ניהולו של סטוקמן[1].

במהלך בחירות האמצע ב-1986 התמודד אפטון לבית הנבחרים של ארצות הברית מטעם מחוז הקונגרס הרביעי של מישיגן. לאחר שניצח את נציג המחוז המכהן מארק סילג'נדר בבחירות המקדימות שהתקיימו במפלגה הרפובליקנית, המשיך אפטון לבחירות הכלליות שם ניצח את יריבו מהמפלגה הדמוקרטית עם 62% מקולות הבוחרים. ב-1988 נבחר לתקופת כהונה שנייה בבית הנבחרים, הפעם ברוב גדול יותר בן 71% מהקולות. לקראת הבחירות ב-1992, בעקבות תוצאות מפקד האוכלוסין של ארצות הברית לשנת 1990, נערכו במישיגן איחודי מחוזות בחירה ואפטון החליט להתמודד שוב לבית הנבחרים הפעם מטעם מחוז הקונגרס השישי. מאז הוסיף להיבחר מחדש לקונגרס אחת לשנתיים, כשהפעם האחרונה הייתה בבחירות 2020.

בקונגרס של ארצות הברית, דפוס הצבעותיו של אפטון מצביע על עמדות שמרניות בהן נקט במרוצת השנים. הוא התנגד להעברת חוק הגנת החולה וטיפול בר השגה, וטען שהוא נוגד את רצון העם בנימוק שחקיקה כה חשובה צריכה ליהנות מקונצנזוס דו-מפלגתי נרחב. כמו כן, אפטון גרס כי ארצות הברית לא יכולה להרשות לעצמה חוק זה בהתחשב בחוב הלאומי הגדול שלה. במאי 2018 עבד אפטון ביחד עם עמיתתו דבי דינגל על חקיקה שנלחמה במגפת האופיואיד שהפחידה את חיתתה של ארצות הברית. לפי האתר FiveThirtyEight, אפטון הצביע עם האג'נדה של הנשיא דונלד טראמפ 84.8% מהזמן[2]. במאי 2019 תמך בחקיקה שהטילה בדיקות רקע למכירות פרטיות של כלי ירייה[3].

בינואר 2021 נמנה גונזלס בין עשרת הרפובליקנים שהצביעו בעד הדחתו השנייה של דונלד טראמפ[4]. עוד קודם לכן הודיע כי יצביע בעד הדחתו של טראמפ לאור ההסתערות על הקפיטול[5]. ב-21 בינואר אפטון גוּנה באורח רשמי בידי המפלגה הרפובליקנית במחוז אלגאן על שהצביע להדיח את טראמפ[6]. זמן קצר אחר כך ספג גינוי נוסף מהמפלגה הרפובליקנית במחוז קאס על שהצביע בעד סילוקה של מרג'ורי טיילור גרין מחברותה בוועדת התקציב ובוועדת החינוך של בית הנבחרים[7].

באפריל 2022 הכריז אפטון כי אין בכוונתו להתמודד לתקופת כהונה נוספת בבית הקונגרס, ובכך הודיע על פרישתו מהקונגרס בראשית ינואר 2023[8].
