נשיא הרפובליקה הפדרלית של ניגריה (באנגלית: President of the Federal Republic of Nigeria) הוא ראש המדינה וראש הממשלה של הרפובליקה הפדרלית של ניגריה. הנשיא מנהל את הרשות המבצעת של הממשל הפדרלי והוא המפקד העליון של הכוחות המזוינים של ניגריה.

התפקידים, הסמכויות והתארים של ראש המדינה וראש הממשלה אוחדו רשמית למשרת הנשיאות עם כניסתה לתוקף של חוקת ניגריה משנת 1979.

הסמכות המבצעת של המדינה נתונה לנשיא, והיא כוללת את הביצוע והאכיפה של החוק הפדרלי ואת האחריות למנות פקידים פדרליים, דיפלומטיים, רגולטוריים ושיפוטיים. ההוראות החוקתיות מסמיכות את הנשיא למנות ולקבל שגרירים, לחתום הסכמים עם מדינות זרות, ועל חוקים הבאים שחוקקו על ידי הבית, לנשיאות יש אחריות ראשית לניהול מדיניות חוץ.

בולה טינובו (אנ') הוא הנשיא הנוכחי של ניגריה, וה-16 במספר, לאחר שהושבע לתפקיד ב-29 במאי 2023.[1]

היסטוריה

ב-1 באוקטובר 1960 קיבלה ניגריה עצמאות מהממלכה המאוחדת. בראש המועצה המבצעת הכלל-ניגרית עמד ראש ממשלה, אבובכר טפאווה בלווה. ב-16 בנובמבר 1960 הפך ננמדי אזיקיווה למושל הכללי הראשון של הפדרציה בת שלושה אזורים בצפון, מזרח ומערב המדינה, כשלאגוס משמשת כבירה הפדרלית. בראש כל אחד מהאזורים עמד ראש ממשלה עם מושל כתפקיד טקסי. המושלים והמושל הכללי ייצגו את מלכת ניגריה, אליזבת השנייה. ב-1 באוקטובר 1963 ניגריה הפכה לרפובליקה פדרלית ובכך ביטלה את המלוכה בה, אך נותרה חברה בחבר העמים הבריטי. תיקון לחוקת 1960 החליף את תפקידו של המושל הכללי במשרת הנשיא. אזיקיווה הושבע למשרה זו ב-1 באוקטובר 1963.[2] התפקיד באותה תקופה היה בעיקר טקסי, ותפקידיו העיקריים של הנשיא היו קבלת אורחים זרים ופתיחת הפרלמנט.

בהפיכה הצבאית הכושלת בינואר 1966 שבוצעה על ידי קבוצה של קציני צבא, בראשות מייג'ור צ'וקוואמה נזאוגו, הופלו הממשלות האזוריות, ראש הממשלה אבובכר טפאווה בלווה נהרג ונעשה ניסיון להשתלט על הממשלה הפדרלית. נזאוגו נתפס, הועמד לדין ונכלא על ידי הגנרל ג'ונסון אגוויי-איירונסי. הגנרל אגוויי-איירונסי מונה לראש המדינה הצבאי.

ביולי 1966 התקוממה קבוצה של קציני צבא כנגד הממשלה, הרגה את הגנרל איירונסי ומינתה את ראש מטה הצבא, גנרל יעקובו גואון, לראש הממשלה הצבאית החדשה.

ב-1975 הודח הגנרל גואון והגנרל מורטלה מוחמד הפך לראש הממשלה הצבאית הפדרלית של ניגריה עד להירצחו ב-1976. במותו, נכנס ראש המטה הכללי (מקביל לסגן נשיא) הגנרל אולוסגון אובסנג'ו לתפקיד ראש המדינה בישיבה של המועצה הצבאית העליונה, תוך שמירה על שרשרת הפיקוד. גנרל אובסנג'ו היה אחראי להשלמת המעבר הדמוקרטי שהחל קודמו, שהגיע לשיאו בבחירות באוגוסט 1979.

בשנת 1979 אימצה ניגריה חוקה נשיאותית פדרלית. משרת הנשיאות הניגרית הפכה לתפקיד ביצועי, בעל סמכויות דומות לאלו של מקבילתה האמריקאית. בית המחוקקים היה אספה לאומית דו-ביתית, שכללה סנאט ובית נבחרים.

באוקטובר 1979, לאחר למעלה מ-13 שנות שלטון צבאי, שבה ניגריה לשלטון דמוקרטי. בבחירות לנשיאות זכתה המפלגה הלאומית של ניגריה ושהו שגארי הפך לנשיא הראשון שנבחר באופן דמוקרטי.

ב-31 בדצמבר 1983 הפיל הצבא את הרפובליקה השנייה. מייג'ור גנרל מוחמדו בוהארי מונה ליושב ראש המועצה הצבאית העליונה ולראש המדינה החדש.

באוגוסט 1985 הופלה ממשלתו של הגנרל בוהארי בדרכי שלום על ידי רמטכ"ל הצבא, מייג'ור גנרל איברהים בבנגידה. בבנגידה הפך לנשיא וליושב ראש מועצת השלטון של הכוחות המזוינים.

באוגוסט 1993 התפטר הגנרל בבנגידה ובחר בממשלת מעבר שתחליף אותו. ארנסט שונקן נבחר לנשיא הזמני. הגנרל סאני אבאצ'ה תפס את השלטון מידי שונקאן בנובמבר 1993 והפך לנשיא ויושב ראש המועצה השלטת הזמנית.

ב-8 ביוני 1998 מת הגנרל אבאצ'ה בווילה הנשיאותית בבירת ניגריה, אבוג'ה.[3][4][5][6][7][8] מייג'ור גנרל עבד א-סלאמי אבובכר הפך לנשיא החדש ויושב ראש מועצת השלטון הזמנית.[9][10][11]

ב-29 במאי 1999 פרש אבובכר מתפקידו,[12] וראש המדינה הצבאי לשעבר, אולוסגון אובסנג'ו, הפך לנשיא האזרחי. אובסנג'ו כיהן שתי קדנציות בתפקיד.

במאי 2007 הושבע עומארו יאר אדואה לנשיא ה-13 של ניגריה.[13][14][15] יאר אדואה נפטר ב-5 במאי 2010 בווילה הנשיאותית באבוג'ה, בירת המדינה.[16][17][18][19][20][21][22]

ב-6 במאי 2010 הושבע סגן הנשיא גודלאק ג'ונתן לנשיא הרפובליקה הפדרלית של ניגריה ה-14.[23][24][25][26][27][28]

ב-29 במאי 2015 הושבע מוחמדו בוהארי לתפקיד נשיא הרפובליקה הפדרלית של ניגריה ולראש המדינה ה-15, לאחר שניצח בבחירות הכלליות.[29][30][31][32][33][34]

ב-29 במאי 2023 הושבע בולה טינובו (אנ') לנשיא הרפובליקה הפדרלית של ניגריה ה-16.

זכאות

פרק ו', חלק א', סעיף 131 לחוקה קובע כי אדם יכול להיבחר למשרת הנשיא אם הוא:[35]

  • אזרח ניגרי מלידה.
  • הגיע לגיל 35 שנים.
  • חבר במפלגה פוליטית ונתמך על ידה.
  • קיבל השכלה לפחות עד רמת תעודת סיום בית ספר.
