הנחיות להתנהלות הכוחות ברוסיה היו "צו פלילי" שהוציא הוורמאכט בראשות וילהלם קייטל ב-4 ביוני 1941, במהלך מלחמת העולם השנייה.[1] ההנחיות פירטו את ההתנהגות הצפויה של החיילים הגרמנים במהלך הפלישה לברית המועצות. אזרחים נכללו בהגדרה של קבוצות התנגדות. הצו קבע: "הבולשביזם הוא האויב הקטלני של העם הגרמני הנציונל-סוציאליסטי. להשקפת העולם המשחיתה הזו – ולאלה התומכים בה – מתנגד המאבק של גרמניה. מאבק זה מחייב דיכוי חסר רחמים ומאומץ נגד תועמלנים בולשביקים, בלתי סדירים, חבלנים ויהודים, וחיסול מוחלט של התנגדות אקטיבית ופסיבית כאחד. החיילים האסייתים, בפרט, הם בלתי ניתנים להבחנה, בלתי צפויים, מטופשים וחסרי רגש ותחושה". [2]

עמר ברטוב כתב כי ההנחיות להתנהלות הכוחות ברוסיה פירטו "צעדים חסרי רחמים נגד תועמלנים בולשביקים, גרילה, חבלנים ויהודים, וקראו לחיסול מוחלט של כל התנגדות אקטיבית או פסיבית". [3]

וייד ביורן, בספרו Maring into Darkness, ציין שהצו כוון ליהודים במפורש כ"אויבים גזעיים שיש לחסל על ידי הצבא ללא קשר להתנהגותם". [4]
