Salainen valiokunta

Salainen valiokunta (ruots. sekreta utskottet) oli Ruotsin valtiopäivillä vuodesta 1627 alkaen toiminut valmisteluelin. Sen vaikutus maan ulkopolitiikkaan oli vapauden ajalla erittäin keskeinen. Tällöin se käsitteli ulkopolitiikan lisäksi armeijaan ja valtiontalouteen liittyviä asioita, koska sen toimivallan rajat olivat epäselvät. Talonpoikaissääty ei ollut edustettuna salaisessa valiokunnassa (poikkeuksena vuosien 1742-43 valtiopäivät).[1] Tätä perusteltiin sillä, että talonpojilla ei ole riittävästi tietoa ulkopolitiikasta eikä heille voi uskoa luottamuksellisia ulkopolitiikan tietoja. Luottamuksellisuus ei kyllä toteutunut muidenkaan säätyjen osalta, sillä vapauden ajalla oli tavallista, että valiokunnan jäsenet jakoivat luottamuksellista tietoa ulkomaiden diplomaateille. Valiokunnan jäseninä oli 50 aateliston, 25 papiston ja 25 porvariston edustaja, ja äänestys tapahtui säädyittäin.[2]
