Intsumisioa lege jakin bat betetzeari uko egitea da, eta, zentzu hertsian, nahitaezko soldadutzari uko egitea.[1] Derrigorrezko zerbitzu militarrean parte hartzeari uko egiten diona intsumiso gisa definitu izan da, nahiz eta beste intsumisio modu batzuk ere badauden, hala nola, intsumisio fiskala, ezarritako osasun arauak betetzeko erresistentzia, eta abar.[2]

Intsumisioa desobedientzia zibilaren modu bat da, eta horren arrazoiak askotarikoak dira: filosofikoak, politikoak, bakezaleak, antimilitaristak, erlijiosoak, naturistak edo etikoak.

Intsumisio militarrak soldadutza derrigorrezkoa den herrialdeetan kartzela zigorrak dakartza. Herrialde horietako batzuetan ordezko gizarte-zerbitzu bat dago: hala ere, intsumiso askok batzuetan hor parte hartzeari uko egiten diote. Hego Euskal Herrian eta Espainian, mugimendua oihartzun handia izan zuen: milaka gaztek ezetz esan zioten soldaduska egiteari, horietako askok intsumisioaren bidea hartuz. Ehunka gazte kartzelan sartu zituzten, eta hainbat euskal erakunde publikok mugimenduari euren sostengua aurkeztu zioten.[3][4]
