Update on status of footer template

I posted a notice about this proposal to convert to a footer template that goes at the bottom of articles, using {{Navbox}}.
I cross-posted the same notice to the talk page for {{Censorship}}.
I waited over one week, and received one response in support of this proposal.
Therefore, this has now been Done.
I also took the liberty (no pun intended) of going ahead and moving the newly converted template to the bottom of pages in the article-main-space where it was being used.
