They are not rare at all, some are so common they are considered pests. And yes some species are found in California as well. They are found pretty much worldwide really. Do note that not all jewel bugs are colorful. As far as I can tell, the most common jewel bugs in california are drab ones.

Jewel bugs found in California include: Stethaulax, Homaemus parvulus, Phimodera binotata, and Acantholomidea porosa

The bugs you saw might be true beetles (like jewel beetles or scarabs), or some other pentatomoid.
