Το Μανταλέι (βιρμανικά: မန္တလေး) είναι η δεύτερη μεγαλύτερη πόλη και η τελευταία βασιλική πρωτεύουσα της Μιανμάρ. Βρίσκεται 716 χλμ. βόρεια της Γιανγκόν στην ανατολική όχθη του ποταμού Ιραουάντι και η πόλη έχει πληθυσμό 1.225.553 κατοίκων (απογραφή του 2014).[2]

Παρά την πρόσφατη άνοδο του Νέπιντο, το Μανταλέι παραμένει το κύριο εμπορικό, εκπαιδευτικό και κέντρο υγείας της Άνω Βιρμανίας. Το Μανταλέι είναι το οικονομικό κέντρο της Άνω Βιρμανίας και θεωρείται το κέντρο της βιρμανικής κουλτούρας. Μια συνεχιζόμενη εισροή κινεζικών μεταναστών, κυρίως από το Γιουνάν, τα τελευταία 20 χρόνια, έχει αναμορφώσει την εθνοτική σύνθεση της πόλης και έχει προκαλέσει την αύξηση του εμπορίου με την Κίνα.
