تحالف النشر العلمى والموارد الأكاديمية ( SPARC ) هو تحالف دولى للمكتبات الأكاديمية والبحثية تم تطويره على ايد رابطة مكتبات الأبحاث سنة 1998 اللى يعزز الوصول المفتوح لالمنح الدراسية. ويضم التحالف الايام دى حوالى 800 مؤسسة [1] فى أمريكا الشمالية واوروبا واليابان والصين واوستراليا . شغل ريتشارد جونسون منصب المدير 1998-2005.[2] هيذر جوزيف بقت المديرة التنفيذية سنة 2005.[3][4]

تاريخ

مقطع فيديو أصدرته SPARC لدعم Access2Research ، و هو التماس تم تقديمه سنة 2012 علشان تفويضات الوصول المفتوح فى امريكا الأمريكية.

تم تقديم فكرة SPARC فى الاجتماع السنوى سنة 1997 لاتحاد المكتبات البحثية .[5] اقترح كينيث فرايزر، [6] أمين مكتبة فى جامعة ويسكونسن، أن يقوم الحاضرون فى الاجتماع بإنشاء صندوق لإنشاء نموذج جديد للنشر للمجلات الأكاديمية حيث تساهم الكتير من المكتبات فى ده الصندوق، ومن ده الصندوق، سينشئ المساهمون منشورات جديدة على بعض النماذج اللى خفضت تكاليف كل المجلات.[7] بصفته المدير المؤسس، قاد ريك جونسون إنشاء SPARC سنة 2002 نتيجة لتعبير الكثير من أمناء المكتبات عن رغبتهم فى الإصلاح.[7]

أنشأت SPARC نفسها كتحالف دولى للمكتبات الأكاديمية والبحثية اللى تعمل على "تصحيح الاختلالات فى نظام النشر العلمي". وينصب تركيزها على تحفيز ظهور نماذج تواصل علمية جديدة تعمل على توسيع نطاق نشر الأبحاث العلمية وتقليل الضغوط المالية على المكتبات. يعتمد الإجراء اللى تتخذه SPARC بالتعاون مع أصحاب المصلحة - بما فيها المؤلفون والناشرون والمكتبات - على الفرص اللى توفرها البيئة الرقمية الشبكية لتعزيز سلوك المنح الدراسية. و أيدت المنظمات الأكاديمية الرائدة SPARC. يوفر SPARC Europe Seal for Open Access Journals شهادة للمجلات اللى تختار ترخيص CC-BY ( Creative Commons ) وتوفر دليل المجلات ذات الوصول المفتوح (DOAJ) مع البيانات الوصفية على مستوى المقالة.[8]

ملحق المؤلف SPARC

تنشر SPARC ملحق ممكن للمؤلفين استخدامه للتفاوض مع الناشرين الأكاديميين.[9] يقدم النموذج طلب نموذجى من المؤلفين للإضافة لاتفاقية نقل حقوق الطبع والنشر اللى يرسلها الناشر لالمؤلف عند قبول أعمالهم للنشر. فى العاده ما يحتفظ المؤلفون اللى يستخدمون النموذج بحقوق استخدام أعمالهم الخاصة دون قيود، والحصول على الإسناد، والأرشفة الذاتية . يمنح النموذج الناشر الحق فى الحصول على حق غير حصرى لتوزيع العمل علشان الربح والحصول على الإسناد باعتباره مجلة النشر الأول.[10][11]
