The Kennedy Ministry was the combined cabinet (formally the Executive Council of Ontario) that governed Ontario from October 19, 1948, to May 4, 1949. It was led by the 15th Premier of Ontario, Leslie Frost. The ministry was made up of members of the Progressive Conservative Party of Ontario, which commanded a majority of the seats in the Legislative Assembly of Ontario throughout its duration.

The ministry replaced the Drew ministry following the resignation of Premier George A. Drew. The Kennedy ministry governed through the middle part of the 23rd Parliament of Ontario, largely on an interim basis pending the 1949 PC leadership convention.

Kennedy resigned in 1949 and was succeeded as Premier of Ontario by Leslie Frost. The Conant ministry and the Kennedy ministry are the only ministries in Ontario history to neither win nor lose an election.
