Kem Ley (bahasa Khmer: កែម ឡី; 19 Oktober 1970 – 10 Juli 2016) adalah seorang aktivis, dokter, dan komentator politik asal Kamboja.[2] Ia dikenal karena komentar politiknya, termasuk kritik tajam terhadap pemerintahan saat ini pimpinan Partai Rakyat Kamboja. Ini menjadikannya populer dari kebanyakan orang Kamboja dan oposisi Partai Penyelamatan Nasional Kamboja. Ia dibunuh dalam apa yang diklaim sebagai serangan yang dimotivasi politik pada 10 Juli 2016 di sebuah SPBU di Phnom Penh.[5][6] Ia adalah aktivis terkenal ketiga yang dibunuh pada tahun-tahun terkini, setelah pemimpin serikat buruh Chea Vichea pada 2004, dan aktivis lingkungan hidup Chut Wutty pada 2012.[7]
