廖了以（1947年10月29日—），中華民國政治人物，生於臺中市豐原區，現任興富發建設顧問。曾任總統府秘書長、內政部部長、總統府資政、臺中縣縣長、中國國民黨秘書長。

公職生涯

內政部長

第二次政黨輪替後，內定內政部長廖風德在就任前十日於登山時猝逝，廖了以作為原內定內政部政務次長轉正就任。

行政院經濟建設委員會於2008年12月5日頒佈振興經濟消費券發放特別條例，由內政部執行。2009年5月13日經濟建設委員會宣佈：內政部完成消費券發放作業，核算扣除保險公司理賠後，總計短差約670萬元[1]。廖了以曾於2009年1月20日表示，願意將他自己薪水1,724,200元新台幣捐出，以貼補消費券的短差。其餘4,975,800元的短差額，由朋友捐資協助[2]。

民進黨籍立法委員蔡同榮、涂醒哲於2008年9月30日向監察院檢舉廖了以不實外國學歷參選臺中縣長[3]。2009年5月14日監察委員黃煌雄調查報告指出「廖了以確已取得美國舊金山大學公共行政碩士學位證書，雖非教育部所認可的學歷，但沒有提供虛假學歷等情事。」[4]
