欧洲保守派和改革主义者党^[16]（英語：European Conservatives and Reformists Party，ECR Party）是一个持保守主义^[3]^[17]和欧洲怀疑主义^[18]立场的欧洲政党。在2019年之前名为欧洲保守派和改革主义者联盟（Alliance of European Conservatives and Reformists (AECR) (2009–2016) 或者 Alliance of Conservatives and Reformists in Europe (ACRE) (2016–2019)）。其目标主要是基于欧洲现实主义（Eurorealism）^[19]在现有的欧盟框架下对欧盟进行改革，而非直接否定欧盟的存在。^[20]^[21]^[22] 目前该党派由来自21个国家的24个成员党派和3个独立成员组成，并在世界范围内有7个区域性合作伙伴。

該黨创建于2009年10月1日^[23]，紧随欧洲保守派和改革主义者欧洲议会党团的产生。该党于2010年1月获得欧洲议会的正式承认。

歐洲保守改革黨由董事會管理，董事會由代表所有成員的理事會選舉產生。^[24] 現任主席為義大利總理喬治亞·梅洛尼，副主席為波蘭國會議員拉多斯瓦夫·佛吉爾（英语：Radosław Fogiel）。^[25]

該黨擁有歐洲議會黨團歐洲保守改革黨團、泛歐智庫新方向－歐洲改革基金會（英语：New Direction (think tank)）、青年組織歐洲青年保守黨（英语：European Young Conservatives）。該黨也與地區委員會（英语：European Committee of the Regions）、地方和地區當局大會（英语：Congress of Local and Regional Authorities）和北約議會大會（英语：NATO Parliamentary Assembly）中的歐洲保守改革黨團有正式合作。在歐洲委員會議會中，ECR黨與身分與民主黨組成歐洲保守黨集團和民主聯盟。^[26] 在歐洲理事會議員大會，該黨與認同與民主黨組成歐洲保守黨團與民主聯盟（英语：European Conservatives Group and Democratic Alliance）。

历史

成立

2009年歐洲議會選舉後，歐洲議會成立新黨團歐洲保守改革黨團，歐洲保守改革聯盟也隨後在2009年10月1日成立，當時名為歐洲保守改革聯盟，^[27] 2010年1月取得歐洲議會承認。在八個創始成員中，最大的是英國保守黨、波蘭法律與公正以及捷克公民民主黨。

歐洲保守改革聯盟在比利時歐洲議會議員德克·揚·艾品克（英语：Derk Jan Eppink）主持下創立，隨後捷克歐洲議會議員揚·扎哈迪（英语：Jan Zahradil）出任首任黨主席。首屆黨大會在2010年6月8日於華沙舉行，英國保守黨主席與捷克總理米雷克·托波拉內克皆出席會議。2011年3月25日，斯洛伐克公民保守黨加入。冰島獨立黨在2011年11月加入，成為首個非歐盟成員。2012年8月，喬治亞基督教民主運動（英语：Christian-Democratic Movement (Georgia)）入黨。義大利保守派和改革主義者（英语：Conservatives and Social Reformers）加入。加拿大保守黨在2012年11月成為歐洲保守改革黨第一個準會員（之後更名為區域夥伴）。土耳其執政黨正義與發展黨在2013年11月入黨。隨後，法羅群島人民黨、羅馬尼亞新共和（英语：New Republic (Romania)）、繁榮亞美尼亞陸續加入。^[28] 2014年11月1日，喬治亞保守黨（英语：Conservative Party of Georgia）與新多數（英语：New Majority (Slovakia)）加入。同時，歐洲保守改革聯盟正式納入歐洲理事會議員大會的歐洲保守黨團。^[29] 2016年3月，德國進步與復興聯盟（英语：Wir Bürger）（ALFA）與羅馬尼亞M10（英语：The Right Alternative）加入。^[30] 澳洲自由黨、摩洛哥伊斯提克拉爾黨（英语：Istiqlal Party）、紐西蘭國家黨、美國共和黨在2014年成為區域夥伴，隨後突尼西亞前景黨（英语：Afek Tounes）與以色列聯合黨分別在2015年與2016年加入。

歐洲保守改革聯盟在2016年10月6日更名為「歐洲保守改革黨」。^[31]

2018年12月，歐洲保守改革黨被勒令償還超過50萬歐元的歐盟資金。其中包括在邁阿密舉行為期三天會議的25萬歐元和在康培拉舉行貿易會議的9萬歐元。該黨之前曾被要求退還121,000歐元給繁榮亞美尼亞。^[32]

最近，隨著2019年接納義大利兄弟黨、民主論壇、呼聲和瑞典民主黨後，該黨進一步轉向保守右派。^[33]^[34] 2023年4月，正統芬蘭人黨成為該黨議會黨團最新成員。^[35]

歐洲議會

歐洲保守改革黨團現是歐洲議會第四大黨團。2009年成立時，黨團擁有15個成員國64名歐洲議會議員加入。^[36] 現任黨團主席是義大利兄弟黨尼古拉·普羅卡奇尼（英语：Nicola Procaccini）與波蘭法律與公正約阿希姆·布魯辛斯基（英语：Joachim Brudziński）。^[37]

歐盟理事會議員大會

歐洲保守黨團（英语：European Conservatives Group and Democratic Alliance）成立於1970年，2014年9月正式附屬於歐洲保守改革黨。現任主席為英國保守黨伊恩·利德爾-格蘭傑。^[40]

地方與地區當局大會

地方與地區當局大會（英语：Congress of Local and Regional Authorities）歐洲保守改革黨團擁有54名成員。現任主席為烏克蘭羅夫諾州議員斯維特娜·博加特丘克·克里夫科（Svitlana Bohatyrchuk Kryvko）。^[41]

歐洲保守黨和改革黨將致力於個人自由、國家主權、議會民主、法治、私有財產、低稅收、穩健貨幣、自由貿易、公開競爭和權力下放的政黨聚集在一起。
欧洲保守派和改革主义者党相信一個由獨立國家組成的歐洲，為互惠互利而共同努力，同時保持各自的身份和完整性。
