2000年8月1日，中华人民共和国与南斯拉夫联盟共和国达成在波德戈里察设立总领事馆的协议。2001年11月1日，驻波德戈里察总领事馆正式开馆。2006年7月6日，黑山与中华人民共和国建交，总领事馆升格为大使馆。[1]

2006年黑山独立后，于同年7月6日与中华人民共和国建交[2][3]。7月7日，中国驻黑山大使馆正式开馆[4][5]。[6]
