An was born in Kirivong, Takéo, Cambodia. He studied at University of Phnom Penh. He was married to Theng Ay Annie at the time of his death. They had five children.
An died at a hospital in Beijing on March 15, 2017 from a short illness at the age of 66.[1][2] An suffered from diabetes and had been seeking medical treatment in Beijing since December 2016.[3]
