William Reynolds «Bill» Archer jr. (født 22. mars 1928 i Houston i Texas ) er en tidligere amerikansk forretningsmann og republikansk politiker.
Etter en periode ved Rice University fullførte han studiene i rettsvitenskap ved University of Texas at Austin i 1951, og fikk advokatbevilling samme år, men ble raskt innrullert i militæret. Han tjenestegjorde som kaptein i United States Air Force under Koreakrigen 1951–1953. Archer var deretter president i næringsmiddelselskapet Uncle Johnny Mills, Inc. i Houston 1953–1961.
Archer hadde lokalpolitiske verv før han satt som medlem av Texas' delstatsforsamling 1967–1970. Han representerte Det demokratiske parti frem til 1969, da han ble republikaner. Han var deretter innvalgt i Representantenes hus fra Texas' 7. kongressdistrikt 1971–2001.
