Phan Văn Khải (født 25. desember 1933 i Củ Chi ved Saigon i Fransk Indokina, død 17. mars 2018 i Củ Chi[2]) var en vietnamesisk politiker som var statsminister i Vietnam fra 1997 til 2006.

Biografi

Allerede i ungdomsårene engasjerte han seg i revolusjonære organisasjonen. Etter Indokinakrigens avslutning og den derpå følgende deling av Vietnam grep Pham Van Khai sjansen til å reise til det kommunistiske nord.[3]

Under Vietnamkrigen studerte han i fem år økonomi i Moskva. Etter krigsslutt var han periodevis borgermester i Ho-Chi-Minh-byen.

Phan Văn Khải var statsminister i Vietnam fra 1997 til 2006. Han ble valgt som statsminister første gang 24. september 1997, og gjenvalgt i august 2002. 24. juni 2006, trakk han seg som statsminister (sammen med president Tran Duc Luong). Etter at Võ Văn Kiệt døde 11. juni 2008, var han den eldste fortsatt levende tidligere statsministeren i Vietnam. I perioden 15. desember 1998 – 5. november 2001 var han også formann for ASEAN.

Pham Van Khai ble innenfor det for Vietnam mulige politiske spektrum ansett som en moderat apparatetes mann som støttet landets økonmiske åpning.[2][3]
