Norgesserien 1939–40 var den tredje sesongen av Eliteserien i fotball, og den tredje under navnet Norgesserien. Serien bestod av 74 lag fordelt på elleve avdelinger.

Fredrikstad var regjerende seriemester, mens Briskebyen, Egersund, Kvik Trondheim, Mandalskameratene, Molde, Pallas, Selbak, Solberg, Tønsberg-Kameratene, Ulefoss og Vikersund var nyopprykket. Serien startet i juni 1939. Grunnet angrepet på Norge i 1940 ble serien aldri ferdigspilt.
