Heshām Qandīl (arabisk: هشام قنديل DIN: Hišām Qandīl; født 1962) er en egyptisk politiker, som var landets statsminister fra 2. august 2012 til 3. juli 2013.[1][2] Før han ble statsminister, var han statsråd for vannressurser og irrigasjon siden 21. juli 2011.

Bakgrunn

Qandīl er utdannet ingeniør fra Universitetet i Kairo i 1984, og tok deretter en mastergrad ved Utah State University i 1988 og en doktorgrad i irrigasjon ved North Carolina State University i 1993.[3] Fra 1999 til 2005 arbeidet han direkte under irrigasjonsminister Mahmoud Abou Zeid, blant annet med prosjektet Nile Basin Initiative, et regionalt samarbeidsprosjekt mellom Nil-landene for å samordne utnyttelsen av elven. Deretter jobbet han en periode for Den afrikanske utviklingsbanken i Tunisia med vannprosjekter.[3]

I president Mohammed Mursis presidentprogram er forbedring av forbindelsene med de andre Nil-landene listet som et prioritert mål,[3] og utpekelsen av Qandīl som statsminister den 26. juli kan sees som et ledd for å nå dette målet. Qandīl har imidlertid vært en relativt ukjent skikkelse i den egyptiske offentligheten, noe som gjorde at valget overrasket mange kommentatorer.[3][4][5]

Heshām Qandīls regjering

Qandīl presenterte regjeringen sin den 2. august 2012, bestående av 35 statsrådsposter, en økning på seks i forhold til Kamal al-Ganzuris regjering. Qandīls regjering har blitt beskrevet som i hovedsak bestående av byråkrater og teknokrater, noe som kan skyldes at Egypt ikke hadde rukket å etablere en kultur for profesjonelle politikere i det relativt korte tidsrommet etter Den egyptiske revolusjonen, da politiske partier for første gang ble tillatt.[6] Av regjeringens medlemmer var 29 partiløse, fire kom fra Det muslimske brorskapets Frihets- og rettferdighetsparti, én fra det moderate, islamistiske Al-Wasat-partiet og én fra det salafistiske Al-Nahda-partiet.[7] Leder for Det øverste militærrådet, Mohamed Hussein Tantawi, som hadde sittet som forsvarsminister siden 1991, fikk opprinnelig fortsette som forsvarsminister, men han ble kastet ti dager senere.[8] Regjeringen inneholdt to kvinner (Nagwa Khalil og Nadia Zakhari) og én koptisk kristen (Nadia Zakhari).[7]
