Vilhelm Buhl (16 Oktober 1881 – 18 Desember 1954) ialah PM Denmark dari 4 Mei 1942 hingga 9 November 1942 sebagai ketua Pemerintahan Bersatu (Kabinet Vilhelm Buhl I) selama Pendudukan Jerman di Denmark selama PD II, hingga tiba perintah Nazi untuk menyingkirkannya. Ia menjadi PM lagi dari 5 Mei 1945 hingga 7 November 1945 sebagai ketua pemerintahan bersatu (Kabinet Vilhelm Buhl II) setelah pembebasan Denmark oleh Panglima Tertinggi Britania Raya Montgomery.

Vilhelm Buhl adalah anggota Demokrat Sosial, dan memegang jabatan Menteri Keuangan dalam kabinet Thorvald Stauning dari 20 Juli 1937 hingga 4 Mei 1942.

Selama pendudukan Nazi Jerman atas Denmark, Thorvald Stauning membentuk pemerintahan bersatu. Saat Thorvald Stauning meninggal pada Mei 1942, Vilhelm Buhl menggantikannya. Pemerintahan ini hanya berlangsung 6 bulan, karena insiden diplomatik di mana Raja Christian X mengirimi jawaban singkat dan pendek atas telegram UlTah panjang dari Adolf Hitler. Hitler sakit hati atas kejadian ini, dan sebagai akibatnya Vilhelm Buhl digantikan oleh Erik Scavenius. Werner Best dikirimkan ke Denmark sebagai komandan baru.

Setelah pembebasan Denmark pada 5 Mei 1945, para politikus dan pejuang perlawanan membentuk pemerintahan bersatu (Kabinet Vilhelm Buhl II). Banyak orang Denmark yang tidak puas dengan para politikus itu karena kebijakan persekutuannya dengan Jerman yang telah mendominasi awal perang, karena itu dicantumkan para pejuang. Anggota terkemuka kabinet itu adalah Aksel Larsen, Hans Hedtoft, H. C. Hansen, Knud Kristensen dan John Christmas Møller. Pemerintahan itu mengetuai pengadilan tokoh-tokoh yang telah bersekutu dengan Jerman, sebagai akibatnya 45 orang dihukum mati. Setelah pemilu pada Oktober 1945 Knud Kristensen menjadi PM baru.
