Uni Rusia dan Belarus, secara resmi juga disebut sebagai Uni Negara (bahasa Rusia: Союзное государство, translit. Soyuznoye gosudarstvo; bahasa Belarus: Саюзная дзяржава, translit. Sajuznaja dziaržava), adalah persatuan supranasional yang terdiri dari Belarus dan Rusia, yang bertujuan untuk mempererat hubungan antara kedua negara melalui integrasi dalam kebijakan ekonomi dan pertahanan.[3][4] Awalnya, tujuan Uni Negara didirikan untuk menciptakan sebuah konfederasi; namun, kedua negara saat ini tetap mempertahankan kedaulatan mereka.[5]

Uni Negara didasarkan pada perjanjian internasional sebelumnya antara Rusia dan Belarus[6] yang dibuat pada tanggal 2 April 1997.[7] Meskipun hanya beranggotakan Rusia dan Belarus, negara-negara lain juga diperbolehkan untuk bergabung.[4] Persatuan supranasional diatur melalui Dewan Negara Tertinggi[8] dan badan-badan pemerintahan lainnya.[9] Pada tahun 2024, presiden Dewan Negara Tertinggi dari Uni Negara saat ini adalah Alyaksandar Lukashenka, yang telah memegang jabatan tersebut sejak tahun 2000.[10] Tujuan Uni Negara saat ini untuk berfokus pada integrasi ekonomi,[11] perpajakan,[12] dan integrasi aparatur pertahanan dan intelijen.[13]
