Tlacaelel I (1397 – 1487) adalah perancang utama Persekutuan Tiga Kaum Aztek.^[2]^[3] Ia adalah anak kandung tlatoani Huitzilihuitl dan ratu Cacamacihuatl, keponakan tlatoani Itzcoatl, dan saudara kandung tlatoani Chimalpopoca dan Moctezuma I.

Pada masa kekuasaan pamannya, Tlacaelel diberi jabatan Tlacochcalcatl, tetapi ia kemudian dipromosikan menjadi penasihat utama yang disebut "Cihuacoatl" selama perang melawan Tepanec pada akhir tahun 1420-an. Jabatan ini diemban oleh Tlacaelel hingga kematiannya pada tahun 1487.

Tlacaelel memperkuat konsep Aztek sebagai bangsa terpilih, mengangkat status dewa Huitzilopochtli menjadi dewa utama di antara dewa-dewa lainnya,^[4] dan memperkuat militerisme di Aztek.^[5] Konon ia adalah orang yang memperkuat tradisi pengorbanan manusia, khususnya setelah terjadinya bencana alam yang dimulai pada tahun 1446 (menurut Diego Durán). Durán juga menyatakan bahwa pada masa kekuasaan Moctezuma I, perang bunga yang dirancang oleh Tlacaelel dimulai; dalam perang tersebut, Aztek berperang melawan Tlaxcala dan negara-negara Nahua lainnya untuk mencari tumbal dalam upacara pengorbanan manusia.

Untuk memperkuat bangsawan-bangsawan Aztek, ia membantu mendirikan dan menegakkan hukum yang mengatur konsumsi dan melarang rakyat jelata mengenakan perhiasan tertentu. Ia juga melancarkan kebijakan pembakaran buku suku-suku yang telah ditaklukan dengan tujuan untuk menghapus sejarah pada masa sebelum Aztek.^[6]^[7]
