Prof. H. M. Ryaas Rasyid, M.A., Ph.D. (lahir 17 Desember 1949) adalah akademisi guru besar Institut Pemerintahan Dalam Negeri. Ia menjabat sebagai anggota Dewan Pertimbangan Presiden sejak 25 Januari 2010.^[1] Sebelumnya ia menjabat sebagai Menteri Negara Pendayagunaan Aparatur Negara pada Kabinet Persatuan Nasional^[2] dan anggota DPR–RI F–BPD periode 2004–2009^[3] Ia meraih gelar doktor dari Universitas Hawaii, Amerika Serikat, pada tahun 1994. Setahun setelahnya ia diangkat menjadi Rektor Institut Ilmu Pemerintahan (IIP) sampai tahun 1998.

Rasyid juga dikenal sebagai pengamat politik. Pada tahun 2002, ia bersama Andi Mallarangeng mendirikan Partai Persatuan Demokrasi Kebangsaan (PPDK).^[4]^[5]
